Seafarers International Union (SIU)

The Results:
SIU chose to partner with Comprehensive Health Services, which had the proven ability to meet all of their needs. Since March 2013, Comprehensive Health Services has performed a variety of medical exam services for the union’s merchant mariner population, including:

  • U.S. Coast Guard (DOT) certification exams
  • Annual physical exams
  • Interval exams
  • Benzene clearance
  • Functional capacity evaluation (FCE)
  • Drug testing
  • Return-to-duty exams
  • Tuberculosis screening

The SIU contract involved a rapid surge during setup of their program management system and transition to providing exam services. This necessitated 35,000 exams to be conducted on 8,500 mariners using 14 different exam types over the course of a year. This required us to add 12 additional members to our staff to complete detailed scheduling, testing, and medical determinations. We continue to conduct 35,000 exams for SIU on an annual basis at 1,792 different provider facilities in the Comprehensive Health Services network.

Due to the diversity of the contract population, we arranged for 600 additional medical providers to meet the needs of the mariners located throughout the U.S. and its territories.

The Results:
In response to the client’s needs, we were able to facilitate a rapid and seamless transition in taking over the extensive exam business. Our staff partnered with the client in an 8-week ramp-up period to add DOT certification exams for the additional 31 states, but also the following exam services across all 36 states:

  • Pre-employment exams
  • Reinstatement exams
  • Transfer exams
  • Fit for Duty/Return to Work
  • Immunizations
  • Deferral exams
  • Hazmat clearance exams
  • Police certification exams (as required by state regulations)
  • Hearing Conservation
  • Respirator Clearance
  • Respirator Fit Testing

By far, the largest volume of exam business we conduct for the company is pre-placement (post-offer employment) and DOT certification exams. Between 2006 and the end of 2014, we conducted nearly 50,000 post-offer exams, an average of nearly 5,500 a year.  Between 2005 and the end of 2014, we conducted nearly 40,000 DOT certification exams, an average of nearly 4,000 a year.
