Gary G. Palmer

President and CEO

Gary G. Palmer is the President of Comprehensive Health Services, Inc. (CHSi), a trusted provider of onsite health centers and national examination programs headquartered in Cape Canaveral, Florida. Mr. Palmer’s fourteen years of leadership have increased CHSi’s growth from a small business to a $100 million-plus corporation with both commercial and government contracts across the United States and in multiple locations overseas. Accelerated by his business expertise, CHSi garnered multimillion dollar contracts with the National Aeronautics and Space Administration, the Department of State, the Internal Revenue Service, the U.S. Postal Service, the Department of Homeland Security, the Department of Health and Human Services and NATO.

From clinics accessible to the customer on a daily basis, to off-site services delivered through the CHSi Provider Network, and large-scale one-time exam events, Mr. Palmer provides outstanding leadership and direction to CHSi’s multifaceted team of doctors, nurses, and medical support staff. He is accomplished, not only domestically, but also internationally where he has led the CHSi team through the complex network of that diversified business arena, clearing the way to solutions for a wide range of medical services in the Middle East, Latin America, and the Pacific.

A well honed capability to assess and fulfill the client’s needs, reflects Mr. Palmer’s depth of experience in providing services that answer the customer’s challenge. His tenure with Lockheed Martin encompassed sixteen years in positions of leadership and covered multiple product lines and functions—information technology; data center operations; logistic software systems; technical and business systems to provide business services; business development for multiple hardware systems including Vertical Launch System, Air Traffic Control Modernization, and Air Combat Range; business development of information systems comprising information technology, modeling and simulation, law and benefits, marine controls, and security systems.

Mr. Palmer’s business acumen and effective leadership are supported by the distinctive record of positions he has held: Executive Vice President, Government Sector for Comprehensive Health Services, Inc.; Senior Vice President, Government Sector for Comprehensive Health Services, Inc.; Government Marketing Consultant for G-2 Resources; Director of New Business Development, International for Lockheed Martin Information Systems; Vice President of Middle East Region, Martin Marietta International; Vice President of Australia/New Zealand/Philippine Region for Martin Marietta International; Director/Manager for Martin Marietta Data Systems.

Mel Hall joined Comprehensive Health Services in 1984 as its chairman. A recognized industry thought leader, Mel saw the need early on for large organizations to have more direct roles in managing health risks and rising health costs of their workforces. He has led the company in developing an analytical and management approach for changing the corporate health care delivery model and health cost dynamics.

Mel was also a major concept contributor for Georgia Tech’s Workforce Health Assessment Model, a predictive disease state model designed to provide the ability to estimate various health risks in the workforce and assist in finding cost-effective solutions to reduce those risks and the burdens associated with long-term health care costs.

Prior to joining Comprehensive Health Services, he had a distinguished career in financial services, serving as a partner at Ernst & Young in its financial services industry sector and CEO of McLean Group, Inc., a financial services management consulting firm.

Mel currently serves on the Harvard Medical School’s Health Care Policy Advisory Council. He has also served on the Board of Directors/Trustees for the Excelsior Mutual Funds companies, the Advisory Board of Georgia Tech’s Industrial and Systems Engineering School, and various local and community boards.

He received a Bachelor of Industrial Engineering degree from Georgia Tech and an M.S. degree in Engineering Management from the University of Alaska. Mel is a U.S. Army veteran.

Casper P. Jones III

Casper P. Jones III

Casper Jones joined Comprehensive Health Services in 2011 after retiring as a Colonel in the U.S. Army. He began his tenure at the company by supporting the Department of State’s implementation of a health care delivery system across Iraq that served a population of nearly 17,000 in four hospitals and eight clinics, and resulted in an average patient satisfaction rate of 98 percent.

In his current role, Casper is responsible for the successful execution of all international programs and supports business development.

Over the course of his Army career, Casper held numerous leadership positions. He served as chief operating officer at Joint Task Force (JTF) National Capital Region, where he spearheaded the medical expansion of the area’s annual disaster response exercise, turning it into the nation’s largest medical disaster response program. As CEO of the 86th Combat Support Hospital in Baghdad, Casper led the fielding of the first electronic medical record in a combat theater, and the hospital evolved into a world leader in trauma care, with a historic 95 percent combat wounds survival rate. He also provided technical assistance on the Emmy-award winning HBO documentary, “Baghdad ER.” 

Casper has received numerous awards and decorations, including Defense Superior Service Medal, Legion of Merit (six awards), Soldier’s Medal, Bronze Star, and the Order of Military Medical Merit. He is also a credentialed member of the American Academy of Medical Administrators and the American College of Healthcare Executives.

Casper obtained a B.S. degree in Management from Purdue University, a M.S. degree in National Resource Strategy from the Industrial College of the Armed Forces/National Defense University and a M.B.A. degree from Syracuse University.

Daniel Jones

Daniel Jones

Daniel Jones is a medical operations officer and subject matter expert in health services planning and implementation, with extensive experience in the areas of international and disaster medicine. He has expertise in overseeing large and complex medical programs, managing large and dispersed workforces, and working in and adapting to rapidly changing work environments.

Dan joined Comprehensive Health Services in 2012 in support of the Department of State’s mission in Iraq, where he was responsible for managing three hospitals and nine clinics, serving more than 12,000 personnel at 12 different locations within the country.

In his current role, Dan is responsible for the successful execution of all domestic programs, including a wide range of customized commercial and governmental workforce medical exam programs. He also supports business development with marketing and proposal development.

Prior to joining the company, Dan served in the U.S. Army for nearly three decades, before retiring as a Colonel. During his military career, he held numerous leadership positions, including director of worldwide health care operations for the U.S. Army Office of the Surgeon General, deputy surgeon for the U.S. Central Command and director of medical operations for the U.S. Central Command, responsible for combat medical operations in Iraq and Afghanistan. 

He is a member of a number of organizations, including the American College of Healthcare Executives and the Military Officers Association of America.

Dan received a B.A. degree in Biology from Mansfield University and M.B.A. degree from Saint Martin’s College.

He is a sports enthusiast with a strong penchant for leading a healthy active lifestyle, with a special focus on strength training.

Dr. Joseph J. Mignogna

Dr. Joe Mignogna has more than 20 years of experience in occupational and environmental medicine, in private, hospital-based, and corporate practices.  He joined Comprehensive Health Services in 2003, and currently serves as chief medical officer, overseeing commercial and government exam management programs, quality assurance, and network provider credentialing. 

Prior to joining the company, Dr. Mignogna worked in the corporate sector, serving as medical director for Nissan North America and director of occupational health for GlaxoSmithKline.

Known throughout most of his medical career as “Dr. Joe,” he was originally trained in family medicine. He transitioned into occupational medicine in the early 1990s after serving in the military, practicing family and aerospace medicine, followed by emergency medicine.

Dr. Joe is also board certified in family medicine, occupational medicine, and emergency medicine. He is a Certified Independent Medical Examiner, Senior Aviation Medical Examiner, and Certified Medical Review Officer. Additionally he holds a Certificate in Travel Health from the International Society of Travel Medicine.

He is a fellow of the American College of Occupational and Environmental Medicine and a member of the United States Coast Guard Merchant Mariner Medical Advisory Committee.

Dr. Joe received his doctor of medicine degree from Temple University School of Medicine and a master’s in public health from the University of North Carolina at Chapel Hill.

He is an avid cyclist, triathlete, and tennis player.

James Van Dusen

James Van Dusen

Jim Van Dusen brings a wealth of experience in finance and operations, gained through leadership positions with a variety of organizations both large and small. He joined Comprehensive Health Services in 2013 as chief financial officer where he oversees operations, contracts administration, and directs the company’s overall growth and expansion strategy.

Prior to joining the company, Jim worked for IBM’s Public Sector Finance and Risk Practice. He also served as chief operating officer and chief financial officer for National Interest Security Company before it was acquired by IBM. Other leadership positions held include senior vice president of finance at L-3, controller at Raytheon Aerospace, and finance manager at General Dynamics Services.

Jim is an active supporter of the National Guard Youth Foundation, a non-profit organization that addresses the implications of the growing dropout crisis, and the Tragedy Assistance Program for Survivors, a non-profit organization that provides care and support to families and friends grieving the loss of a member of the armed forces. 

He received a B.S. degree in Business Administration from Michigan State University.

Douglas Magee

Doug Magee has more than 20 years of experience in contracting, business administration, project management and business development.

Doug joined Comprehensive Health Services in March 2015 as the senior vice president of business development. In this capacity, he is responsible for leading both the government and commercial business development teams.

Prior to joining Comprehensive Health Services, Doug worked at Michael Baker International and at its legacy companies, Kaseman and Sallyport. There he served as vice president of business development and as senior vice president of operations for their largest division, Logistics and Stability Operations, which had more than 1,000 employees globally. In these positions, Doug oversaw corporate and strategic development initiatives that helped grow the company from $45 million in annual revenue to over $1 billion through large opportunity wins combined with targeted acquisitions.

Doug also served as director of business development at DynCorp International (DI) in its Contingency Operations group and worked for KBR in its Contingency and Homeland Operations Product Line.

Doug holds a Bachelor’s Degree in Mechanical Engineering from the University of Virginia.

Doug and his family are soccer enthusiasts and enjoy playing soccer and watching U.S. and international matches.

David A. Africano

David A. Africano

David A. Africano has more than 18 years of experience in information technology. He joined Comprehensive Health Services in 2002 as a contractor, where he was deployed around the U.S. as an IT Support Technician in support of a government contract immediately after the events of September 11th, 2001.

During his 14 year tenure with the company, Dave has served in a variety of progressive capacities, ranging from Senior Network Engineer to Director of IT Infrastructure, to his current position as Vice President where he establishes and directs the strategic long-term goals, policies, and procedures for the organization’s IT department.

Dave served in the U.S. Army as a parachute rigger and paratrooper with the Airborne Corps, supporting and jumping with the 2nd Battalion/75th Ranger Regiment, the 82nd Airborne Division, Airborne and Special Operations Test Directorate, and the 3rd Battalion (Airborne)/325th Infantry Regiment-SETAF while stationed in Livorno and Vicenza, Italy.

He is a member of the Health Information and Management Systems Society (HIMSS), the American Health Information Management Association(AHIMA) and the Project Management Institute (PMI).

He also volunteers his time with the Central Florida Boy Scouts and enjoys cheering on the Orlando City Lions Soccer Club.

Prior to joining Comprehensive Health Services, Ryan Elliott served as the Vice President of Business Development for BNL, Inc., where he led the company’s strategy for business development and account growth across all three sectors of the federal government - civilian, intel/security and defense. He also provided client solutions, targeting program management office support, human capital management, investigative analysis, cyber security and fraud prevention, and IT services.

Ryan also worked for Adayana, Inc. in Falls Church, VA, as a business development executive, responsible for the company’s strategic federal healthcare agency growth. He also worked at PricewaterhouseCoopers (PwC) for several years in a healthcare business development strategy role, leading pursuit teams and firm revenue growth with Fortune 100 healthcare and pharmaceutical companies in the Midwest.

He has a bachelor’s degree in print journalism from Bob Jones University and a Masters of Business Administration from Indiana Wesleyan University.

Celeste Gushee

Celeste Gushee has more than 30 years of experience in marketing, new client and business acquisition, and business operations. She joined Comprehensive Health Services in 2011 and is responsible for all proposal development operations, fostering client relationships, and providing support to other departments.

Prior to joining CHSi, Celeste worked for L-3 Communications and AMERCO Corporation, serving in various management and business development roles.

Celeste has a Bachelor of Science degree in Management from Barry University and is an active member of several professional associations, including the Association of Proposal Management Professionals and with certification at the APMP-Foundation™ Level.

Celeste actively supports multiple charity organizations, such as the Juvenile Diabetes Research Foundation, the American Cancer Society, and the United Way. She enjoys fishing, diving, and gardening and actively participates in Crossfit.

Dean Rosenquist

Dean Rosenquist is a certified Senior Professional in Human Resources (SPHR) with over 15 years of Human Resources executive management experience. Dean maintains a strong focus on maximizing overall value by leading, influencing, and guiding the development and implementation of consistent human resource processes, programs, and policies. He also has extensive and successful experience in talent selection, succession planning, employee relations, performance management, talent assessment, diversity, training and development, policy development, legal compliance, and safety.

Dean most recently served as the Director of Human Resources and later as the Chief Operating Officer at Craig Technologies (Cape Canaveral, FL). His career spans more than 20 years as a career officer in the United States Air Force serving in many capacities including attaining instructor pilot certifications in C-17, C-27, and T-38 aircraft. In addition, Dean served as an Installation Inspector General and a Crisis Action Planner during a tour at the United States Southern Command in Miami, FL. He is also a combat veteran of Operations Desert Storm, Allied Force and Enduring Freedom.

Dean has company-wide oversight of Human Resources activities and reports directly to Gary Palmer, Comprehensive Health Services President and Chief Executive Officer.
